| I was wondering if this document is still being used or has it been decommissioned?

The Marshals Handbook as a separate entity has been de-commissioned. It was combined with the rules into what is now the Rapier Combat Guide - officially as of 12th night 2007...
The sample questions in the back of the old Handbook can still be used, since they were just "reccomendations" and not official - however the rest of the Handbook should be considered obsolete.
