Greetings,
If you are interested in the Society for Creative Anachronism (SCA), you are in luck! the region that Portland is called is Barony of Three Mountains http://www.currentmiddleages.org/3m/index.php By their Meetings page, they have fencing on the 2nd, 3rd, and 4th Mondays at the Multnomah Arts Center in Portland.
The group's Rapier Marshal (rapier teacher/ safety officer) does not seem to have a direct contact, but you can contact their Seneshal (local group president) threemountains@seneshal.sca.org to find out more.
This local group is apart of the Kingdom of An Tir http://www.antir.sca.org/
Please let me know if you need anymore help, I'll do my best!

I have no idea who actually runs the Three Mountains practice (so please don't take this as a slight against them), but if you want to really learn how to use a rapier, look up Dormouse (Craig Schmidt) or Gregorio (Matthew Howden). They're both local to Portland, and they've been studying and teaching the historical materials for quite a while. They're also participants in this forum. As evil, elitist bastards go, they're pretty nice guys. 
You might actually run into one of them at Three Mountains' practice. Failing that, you'll probably find somebody who knows one or both of them.

Hello,
The Barony of Three Mountains Rapier Practice meets on Monday nights, 7pm, at the Multnomah Arts Center. The address there is: 7688 SW Capitol Highway The Baronial Marshal is: Selvaggia Tomassi (I can supply her e-mail if you wish).
We usually average about six fencers with numbers occasionally climbing up to a dozen. Don Gregorio is usually in attendence with his three Cadets (Aelfswythe, Selvaggia and myself). The site is somewhat open to the weather (covered basketball court) so we sometimes cancel if the weather is too bad.
Let me know if you have any other questions on theis matter,

There you go, then! Gregorio, Chrestien, etc. will take good care of you and train you up right. Whenever I get back into town, I expect you to give me a seriously hard time on the field.
